Bill 1.077 adapting legislative provisions to combat money laundering, the financing of terrorism and the proliferation of weapons of mass destruction - Part I was passed unanimously on June 29, 2023. This important and voluminous text contains almost 130 provisions. Drawn up and examined in a very short space of time, its purpose is to respond to the recommendations of the Moneyval Committee and to confirm Monaco's unwavering commitment to the highest international standards in the fight against money laundering.
One of the most notable provisions of Bill 1.077 is the transformation of the Service d'Information et de Contrôle sur les Circuits Financiers (S.I.C.C.FIN.) into an independent administrative authoritý called the "Autorité Monégasque de Sécurité Financière". This autonomous Authority, endowed with appropriate resources and means, will have three functions: financial intelligence unit, supervision and the examination and pronouncement of sanctions. The Government would like to thank the National Council for its collaboration. This vote is in line with the many actions already undertaken and which will undoubtedly continue.
The vote on other bills, in particular Bill No. 1.078 Part II, is expected in the near future. Monaco has made the fight against money laundering, the financing of terrorism and the proliferation of weapons of mass destruction an absolute priority. All players, public and private, are fully mobilized on a daily basis to this end.
