As manager of the mandatory social security scheme, Caisses Sociales de Monaco has a major responsibility for Monaco’s employees, pensioners, self employed and their households. Meet Bertrand Crovetto, Deputy Director of Caisses Sociales de Monaco, to understand current CCSS issues better.
Caisses Sociales de Monaco became party to the National Pact for Energy Transition in October. What exactly is it?
On 9 October, our Director, Mr. Campana, signed the Pact marking Caisses Sociales’ commitment to the Monaco Government in this energy transition. It is comprised of three main areas for each of our institution’s roles, namely Plans Manager, Employer and Buildings Owner.
Can you explain them in detail?
1. As a Plans Manager our priority is electronic data interchange; it is designed for three communities and responds to their problems:
- For the insured:
Around 50% of benefits, that is 500 000 medical claim forms, are now settled automatically. The teleservice for the insured enables statements of account to be forwarded directly to their mutual fund.
In addition, a phone application allows people to keep their insurance card on their smartphone permanently, get notification of their refunds, consult their claim history and request certain certifications directly.
- For business and industry employers:
Employers must (as of April 2018) send their social security statements and make remote payment of their contributions via a specifically dedicated teleservice. Depending on their company size, they have files created by their payroll software on a specific portal, or they complete their statement online on our website.
For domestic servant employers, given the specificity of this community we have also developed a teleservice, but it is not mandatory to use it. Nevertheless, it is successful, as we receive 70% of social security statements electronically.
- For healthcare professionals and healthcare facilities:
As regards healthcare facilities, almost all billing now reaches us by data flow and benefits from automated processing. There is a variant for practitioners; the electronic medical claim form (F.S.E.) which is transferred directly, without the insured filing a paper copy at our centres. The process is therefore fully automated and allows faster refunds.
Electronic medical claim forms are operational for doctors and dentists, and will be extended to all paramedical professions (nurses, physiotherapists, speech therapists, orthoptists) in summer 2020.
Finally, we are currently developing the transmission of information from pharmacies and medical analysis laboratories. This is now operational in Monaco and the bordering area.
2. As an Employer we have also adopted a number of measures:
• purchase of a vehicle for the medical representative
• elimination of plastic cups
• automatic turning off of computers
• installation of air conditioner and heating timers
• taking out of a SMEG renewable energy Smart+ contract
• staff incentives for carpools and more generally ‘soft’ mobility.
3. Last, as a Buildings Owner representing over 600 homes, Caisse Autonome des Retraites (C.A.R.) is also committed to a number of concrete actions:
• carrying out energy audits
• replacing oil-fired boilers
• setting up waste sorting in almost all buildings
• fitting double glazing in all buildings
• taking out renewable green energy contracts.
Where is the plan for a future Monegasque supplementary pension fund?
The negotiations are now managed by Monaco’s social partners, which have come to an agreement for the creation of a supplementary social fund and need to negotiate with ARRCO and AGIRC to organise the exit from the current plan.
As the Social Security Fund, we have been commissioned by the social partners to operate reconciliations of ARRCO/AGIRC and CAR files.
This is no easy task, due to the history of these bodies and the groupings of institutions.
Nevertheless, with AMRR support this phase has progressed well, as we have managed to reconcile almost all employers and many employees. It is more difficult to reconcile pensioners’ full career periods.
In parallel, modernisation of contribution collection and ‘retirement’ benefit payment schemes has been started, in order to have the technical tools available when the Fund is officially established by law.
Regarding the progress of the negotiations, Monaco’s social partners are in charge of the schedule with ARRCO and AGIRC. For our part, Caisses Sociales is working to be operational to manage this future institution by late 2021.
